CI: revert modification of SSB per RACH occasion in SC-FDMA test

This MR reverts the parameter ssb_perRACH_OccasionAndCB_PreamblesPerSSB_PR back to 4, undoing the change introduced in commit a4f9a7a6.

The initial modification was made as a potential fix for a reestablishment failure observed in the SC-FDMA test case of the SABOX-B200 pipeline. However, further validation has shown that this parameter was not the root cause of the issue.

After reverting this parameter back to its original value of 4, the SC-FDMA test case runs reliably:
