[FHI72] [xran F] Revert and simplify the code for Liteon FR2 interoperability

The MR !3668 (merged) introduced a lot of unnecessary changes. This MR removes useless code in both OAI and xran F release library.

TODO:

  • add an example config file for Liteon FR2 and add its configuration instructions in FHI72 README
  • rebase once !3864 (merged) is merged
