Fix ulsim

Fixed quite a lot of errors in ulsim measurements. Many problems were coming from other pieces of code that evolved without CI checking it The values that are printed are now correct: at least the totals match the details values

Also fixed the command line options: used the new struct for cmdline options, and therefore the help text corresponds to the reality
