This adds the following improvements to FlexRAN:

1. More efficient statistics handling, does not depend on ITTI anymore,
2. Send the splits used by the BS,
3. Send some statistics regarding the S1AP layer

Note: point 2 made it necessary to change the order in which RU configuration is read, see 5a235e75
