hotfix: fix value of MAX_MOBILES_PER_ENB

Cédric Roux requested to merge nr-hotfix-for-lte-enb into develop-nr

set MAX_MOBILES_PER_ENB to 4, to be same value as NUMBER_OF_UE_MAX. Maybe we should set NUMBER_OF_UE_MAX to 16 instead?
