WIP: Nr rrc x2ap remove hardcodings global edge

Guhan P requested to merge NR_RRC_X2AP_RemoveHardcodings_GlobalEdge into NR_RRC_PRACH_procedures
  1. @MENB: i. Removed the hard codings related to "X2AP SgNBAdditionRequest->id-MeNBtoSgNBContainer->CG-ConfigInfo (UE Capability & RB Config) in RRC and X2AP ii. Handled NR UE Capability Info properly
  2. @SGNB: Processed the CG-ConfigInfo (present in SgNBAdditionRequest) properly.
