chore(ci): switch published images to Ubuntu22
The purpose of upgrading orion (one of the test servers) to Ubuntu-20 is to being able to test ubuntu-22 images.
Maintenance operation of our GitLab server is scheduled for Thursday, November 28 at noon. The server will be unavailable for about two hours.
