Implement sidelink initial synchronization.

sync_mode will need to be set psbch for the launching of the initial sync in sidelink.
SyncRef UE will send Sidelink SSB to Nearby UE.
Nearby UE will find sync position from the received buffer using PSS and SSS signals.
When sidelink is synched, is_synchronized_sl will be set to 1.
