WIP: Sidelink initial synchronization

Implement sidelink initial synchronization.

  • sync_mode will need to be set psbch for the launching of the initial sync in sidelink.
  • SyncRef UE will send Sidelink SSB to Nearby UE.
  • Nearby UE will find sync position from the received buffer using PSS and SSS signals.
  • When sidelink is synched, is_synchronized_sl will be set to 1.
